Hengyang Preschool Teachers College is a full-time public college run by the Hengyang city government in Hunan, formed by merging the Leiyang Normal School (founded in 1958), the Hengyang Art School (1960) and the Hengyang Preschool Normal School (1980). Its Department of Fine Arts and Art Design, set up in August 2024, offers clothing and costume design, visual communication design and beauty arts design, training fashion designers and pattern makers among others. The college's programmes also include piano tuning.
