In short
Hunan Jiuyi Vocational and Technical College is a public full-time higher vocational college run by the Yongzhou city government; since 2010 it has operated as one institution with Hunan Xiaoxiang Technician College, on Yongzhou Avenue in Lengshuitan, Yongzhou. It grew out of Jiuyishan College, founded in 1980 in Ningyuan by the agronomist Le Tianyu, which the college describes as the first private higher school of the People's Republic. Its Department of Art and Design, created in 2009, teaches fashion and accessory design, interior design and art design at college level and garment design and making at technician level, a programme the school reports as a quality technical programme of Hunan; it has labs for garment construction, draping, furniture making and model making.
