Huaihua Polytechnic College, in Huaihua, Hunan, traces its origins to the vocational section of the National Eleventh Middle School founded in September 1939 and became a full-time higher vocational college in 2003 through the merger of the Hunan Anjiang Agricultural School and the Huaihua Mechanical and Electrical Engineering School. It has campuses in Huaihua and Anjiang and nine schools, including a School of Culture and Creativity. Its published list of programmes includes clothing and costume design, offered in three-year and five-year tracks with their training plans.
