In short
The National Academy of Chinese Theatre Arts in Beijing trains professionals for Chinese opera; its Department of Stage Art teaches opera costume design, makeup design, stage design and stage lighting design, among other programmes. The costume programme trains designers of opera and stage costumes, covering character styling and the related techniques and craft. The academy traces its origins to an opera school founded in 1950 and became an academy in 1978.
